Program changes:
 BS in CS
   - new required core course Net-centric Computing
   - replace the requirements of ENC 3213 and COM 3110
       with a single requirement of the new "Technical Communications" course
   - replace the requirement of CGS3092
      with the requirement of the new "Technology in the Global Arena" course
   - merge two elective sets (Set1 and Set2) into one elective set
      with no change to the total number of required elective courses

 BS in IT
   - replace the requirement of ENC 3213
       with the requirement of the new "Technical Communications" course
   - replace the requirement of CGS3092
      with the requirement of the new "Technology in the Global Arena" course
