English course for BS-CS & BS-IT
 ENC 3249 (CS) and 3213 (IT)
 IT students are permitted to take either ENC-3213 or ENC-3249
 
Since both courses are taught in the same manner (Dr. Kimberly Harrison)
is it fair to allow CS students to take either ENC-3249 or ENC-3213?

The original rationale: replace "ENC-3213 & COM-3110" courses with ENC-3249.

Since merging these two courses into one would take a long time,
can we permit CS students to take either ENC-3249 or ENC-3213?
This will alleviate advising overhead and students not to take both courses
(to avoid taking excess credits).
